Honolulu Finds Contractor for Final Section of Skyline Rail Transit Project
The Honolulu Authority for Rapid Transportation (HART) has awarded a $1.66 billion contract to Tutor Perini Corporation (TPC) for the design and construction of the next segment of its Skyline rail transit project in Honolulu, Hawaii, US.
The City Centre Guideway and Stations (CCGS) contract will see TPC working on three miles of elevated rail guideway through downtown Honolulu, including six stations, marking the final segment of the city’s long-anticipated project.
HART CEO Lori Kahikina stated, “This is another significant milestone for our rail project. This is the largest single contract in the entire project and sets the course for completing the project through downtown Honolulu.”
The awarding of the CCGS contract follows a four-year hiatus after the authority abandoned a previous Public-Private Partnership procurement process due to dissatisfaction with the proposed costs from contractors.
TPC’s design work on the final section of Skyline is set to commence following the execution of the contract in mid-September, with construction anticipated to start in the latter half of 2025 and completion expected by 2030.
The CGGS section will extend from a station near the Middle Street Transit Centre Station to the Civic Centre Station, complementing the first Skyline section, West Side Stations and Guideway, which opened to the public in June 2030, as well as the second section, Airport Guideway and Stations (AGS), projected to open in late 2025.
The concept of a fixed rail guideway connecting the city has been in development since 2006, when it was first identified as the optimal choice for a mass transit system by the Honolulu City Council, but has faced several delays related to funding, legal challenges, and project scope.
Challenges with the project have persisted into the past year, with HART initiating multiple legal actions against the Shimmick/Traylor/Granite Joint Venture responsible for the AGS section due to delays in project completion.
