Tehran Metro Line 4 Extension: Mapna-Led Rail Project in Iran

Introduction
A consortium led by Mapna has signed a Memorandum of Understanding (MoU) to extend Tehran Metro Line 4’s eastern section. The project, valued at an undisclosed amount, will be completed within 48 months (four years). The consortium includes Boland Payeh Company and the China National Machinery Import & Export Corporation (CMC).
Project Scope and Contract Details
The project will be executed under an Engineering, Procurement, and Construction (EPC) contract, covering the design, engineering, supply, installation, commissioning, and financing of the extension. The MoU framework will lead to the main contract’s signing after legal approvals and negotiations. The MoU is valid for nine months, or until the final contract is signed.
Infrastructure Development
The scope of work encompasses civil works and outfitting for 10 stations. It also involves constructing three cross-tunnel ventilation shafts, a night-time train parking facility, 6.7 km of tunnelling, and the installation of equipment along 11 km of the tunnel. The consortium will secure 85% of the project financing from external sources, with Tehran Municipality funding the remaining 15%.
Strategic Impact and Urban Development
The partnership aims to enhance public transport in Tehran, reduce air pollution, and improve mobility in the city’s eastern districts. It is intended to support the development of sustainable urban infrastructure, reflecting collaboration between domestic engineering and international investment. According to Alireza Zakani, the Mayor of Tehran, the city has added 35 km of new metro lines in the past four years, and this project will add an additional 11 km to Line 4, connecting Lines 2 and 10.
Current and Future Metro Projects
Mapna, through its rail subsidiary, has been involved in the northern section of Line 3 and Line 6 since the early 2010s. Ali Emam, CEO of Mapna Mobility, stated that they are finalizing works on Line 6, which will be completed in the coming months, and aim to begin construction of the new line as soon as possible. Tehran Metro Line 4 currently runs east–west across the city, linking Eram-e Sabz / Ekbatan with the eastern suburbs, terminating at Shahid Kolahdooz station. The extension will continue from Shahid Kolahdooz station further northeast. The route is expected to begin as an elevated section along Doran Expressway, before turning north along Hajar Ebn Ady Street and Estakhr Street, serving neighborhoods such as Tehranpars and Qanat Kowsar.
