Introduction

Funding Agreements

The agreements between Poland’s Centre for EU Transport Projects (CUPT) and PKP Polskie Linie Kolejowe support rail infrastructure projects. These projects are financed through the National Recovery and Resilience Plan (KPO), under the “Green, Smart Mobility – Grant Part” priority. The formal signing took place in Warsaw.

The Minister of Infrastructure stated that this support represents “another step towards a sustainable and modern rail transport system in Poland”. Marcin Mochocki of PKP PLK noted that these projects are part of a wider effort to modernize Polish railways, improve travel experience, and ensure infrastructure caters to all passengers.

Warsaw Metropolitan Area Project

The “Improving Passenger Information at Selected Facilities in the Warsaw Metropolitan Area” project aims to enhance daily travel for thousands of users. PKP Polskie Linie Kolejowe (PLK) plans to install a central dynamic Passenger Information System (PIS) and video surveillance across 51 stations and stops. The system will include electronic timetables, public announcement systems, audible time signals, and CCTV, providing information in multiple languages and adapted formats. Contracts with suppliers are expected by year-end.

Additionally, PLK SA will renovate the Warszawa Ursus Północny stop, constructing two new platforms with shelters, benches, information boards, a dynamic passenger information system (CSDIP), and CCTV. The project includes new access points, replacement of three overhead line barriers, and refurbishment of two railway viaducts, with completion scheduled for the second quarter of 2026. The investment totals PLN 124.9 million (EUR 29.5 million), with over PLN 101.5 million (EUR 24 million) from KPO funding.

Line No. 8 Modernization

The modernization of Line No. 8 between Kraków Główny and Tunel is underway with PLN 145 million (EUR 34 million), including PLN 118 million (EUR 28 million) from KPO funding. This upgrade aims to improve travel between Kraków, Warsaw, and Kielce, as well as freight transport efficiency. Upon completion, passenger trains will operate at speeds up to 120 km/h, and freight trains up to 80 km/h.

The project includes the construction of a new platform at Miechów station and upgrades to existing platforms at Smroków and Batowice (Kraków), adapting them for passengers with reduced mobility. These upgrades include shelters, benches, information boards, and energy-efficient LED lighting. The contract with the contractor is expected to be signed in the third quarter of 2025.
