A Public-Private Partnership (P3) approach is planned to streamline approvals, maximize revenue potential, and proactively manage project risks. A Service Optimisation Study has been launched to investigate methods for accommodating passenger growth at Penn Station and throughout the surrounding region.

In fiscal year 2024, New York Penn Station accommodated over 12 million passengers. This represents nearly 18% of the total Amtrak ridership and almost 45% of Northeast Corridor travel.
