Introduction

Alstom has secured a contract to modernize a section of the Bucharest–Giurgiu railway line in Romania, involving electrification and the implementation of the European Rail Traffic Management System (ERTMS) Level 2 signalling. This project, valued at EUR 450 million, will upgrade 93 kilometers of track and is set to improve the operational efficiency of Romania’s oldest railway line, originally opened in 1869.

Project Scope and Partners

The project, with Alstom’s share estimated at approximately 25%, has been awarded by CFR SA, the state-owned infrastructure operator of Romania, to the Asocierea RailWorks consortium. This consortium comprises Alstom and Arcada, with Arcada responsible for the civil works. The contract specifies a 36-month period for both design and execution.

Executive Commentary

Gabriel Stanciu, Alstom’s Managing Director for Romania, Bulgaria, and the Republic of Moldova, stated that the new contract reinforces Alstom’s leading role in the Romanian railway market, particularly in signalling and electrification, and will contribute to the revitalization of a significant historical railway. He also highlighted the contribution of Alstom’s team of over 230 engineers, whose expertise supports both local and international projects.

Technical Enhancements

The contract encompasses the complete modernization of the railway line connecting Bucharest North, Jilava, Giurgiu North, and the Giurgiu border. This includes infrastructure and superstructure upgrades, as well as improvements to signalling, telecommunications, and civil engineering. Upon completion, the line is designed to accommodate speeds of up to 160 km/h.

Strategic Significance

Alstom’s responsibilities include the delivery of the ERTMS Level 2 system, digital train control solutions, electrification, power supply, and overhead contact line. The upgrade is expected to enhance operational capabilities on a crucial route that links Romania to the Rhine–Danube Corridor and to Southeast Europe, through Bulgaria, Greece, and Türkiye. The railway line connects to Bulgaria via the Friendship Bridge across the Danube, and the contract covers works extending to the bridge’s entry point.
